Paulo Moutinho

Paulo Moutinho has a Ph.D. in Ecology and studies the causes of deforestation in the Amazon and its consequences for biodiversity, climate change and inhabitants of the region. He has worked in the Brazilian Amazon for over 23 years and is a co-founder of the Amazon Environmental Research Institute-IPAM, where he held the position of executive director twice and is currently a senior scientist. Dr. Moutinho co-authored the “compensated deforestation reduction” concept, which contributed to developing the mechanism known as REDD discussed under the UN Climate Convention. He participated actively in the establishment of the Amazon Fund and the National Policy on Climate Change, the latter made into law. From 2006 to 2010, he worked with an associate scientist associated with the Woods Hole Research Center in the USA, of which he is currently a Distinguish Policy Fellow.

Board of Directors

The Advisory Board oversees ART’s implementation in accordance with the evolving UNFCCC processes and guarantees good governance, transparent rules, and processes that assure quality and adequate safeguards. ART Advisory Board members have all agreed to the ART Board Charter and the ART Ethical Standard. Advisory Board members serve in their personal capacities, not as representatives of their organizations or of particular stakeholder groups.

Secretariat

The ART Secretariat, hosted by Winrock International, is responsible for the operation of the ART program, including the development of The REDD+ Environmental Excellence Standard (TREES) and overseeing the registration, verification and issuance of Board-approved TREES Credits on the ART registry.
