JREDD+ Momentum Heading Into COP30

Momentum for jurisdictional REDD+ (JREDD+) is strong and growing as COP30 in Belém approaches.

Currently, nearly 25% of the world’s tropical forests are included in REDD+ programs listed on the ART Registry. Programs are developing in more than 26 jurisdictions across Africa, Asia, and North and South America, with credit issuances approaching for several. Peru is pioneering the first Indigenous-led jurisdictional program, and Guyana continues to demonstrate the value of TREES credits in the market. ART’s Beyond Carbon Benefits certification offers a promising and practical approach to recognize the full value of forests. At ART, we are seeing momentum from organizations on both the demand and supply side of the market.

While there are many people and organizations working to halt and reverse deforestation, ART is playing a central role. ART serves as a global quality benchmark for jurisdictional REDD+, providing the confidence needed to unlock finance at scale for ambitious climate action. ART directly engages with key stakeholders, including government and Indigenous Peoples and Local Communities leaders, to ensure different perspectives are represented in the design and implementation of its program. In the past year alone, ART has met with dozens of jurisdictions and stakeholder groups in Africa, Asia, and North and South America. These conversations reinforce the integrity of ART’s approach and build understanding and confidence in jurisdictional REDD+ more broadly.

In addition, signals of demand for credits from jurisdictional REDD+ programs are increasing, including strong sales at the IATA auction of CORSIA-eligible credits from Guyana, a substantial purchase by Apple, and forward-looking commitments from the LEAF Coalition, Mercuria, Standard Chartered, and Silvania.

As COP30 approaches, there is also a lot of excitement about the Tropical Forest Forever Facility (TFFF), which will be launched in Belém. While details continue to unfold, the ambitious effort is working to raise $125 billion USD in blended forest finance. This initiative is complementary with jurisdictional REDD+. Both solutions, and others, are needed to conserve and restore tropical forests. The complementarity and synergism between JREDD+ and TFFF are key features of the efforts.

Of course, having the structures and systems for action is not the same as acting. They are necessary, but not sufficient. What’s needed now is implementation—turning commitments into policies that halt deforestation and programs that reward forest conservation. The world stands at the brink of a step change, with the chance to finally decouple economic growth from forest loss. This is the moment to act.

ART Stakeholder Engagement: Partnering for Progress

At ART, we know that lasting climate solutions depend on the leadership and participation of Indigenous Peoples and Local Communities (IPLCs). Over the past three years, ART has deepened this commitment through more than 30 workshops, dialogues, and advisory meetings across Latin America, Africa, Asia, and North America. These efforts have included multilingual training in IPLC territories, the co-development of a new Social-Cultural Module under ART’s Beyond Carbon Benefits certification, and inclusive review process for the TREES standard. With more than 27 IPLC organizations engaged across 18 countries, the ART team is working hard to ensure that Indigenous and local voices help shape the governance, integrity, and equity of jurisdictional REDD+ programs worldwide.

ART at Climate Week NYC and COP30  
September 2025

This fall, the ART team will attend Climate Week NYC and COP30 in Belém to take part in a series of events and discussions on jurisdictional REDD+ (JREDD+). These engagements will bring together governments, Indigenous Peoples and Local Communities, private sector leaders, and civil society partners to emphasize the importance of high-integrity jurisdictional approaches in mobilizing climate finance and delivering lasting benefits for forests and communities.

TREES 3.0 Global Public Comment Period Open
July 2025

ART has launched a global public comment period for Version 3.0 of The REDD+ Environmental Excellence Standard (TREES), its rigorous framework for certifying high-integrity emission reductions and removals from forests at scale. TREES 3.0 reflects lessons from implementation, input from three regional IPLC dialogues and an Advisory Group, and feedback from more than two dozen stakeholders worldwide. Proposed updates include a transition pathway for Forest Carbon Partnership Facility participants, an extended timeline for subnational participation, and streamlined safeguards. Stakeholders are invited to review the draft and submit feedback by September 22, 2025, via the TREES 3.0 webpage

TREES 3.0 Proposes Transition Pathway for FCPF Country Participants
July 2025

The World Bank and ART have been working together for over two years to ensure that Forest Carbon Partnership Facility (FCPF) country participants can continue documenting and receiving finance for their REDD+ results after the FCPF Carbon Fund sunsets. As part of that collaboration, the public comment draft of TREES 3.0 proposes special eligibility criteria for FCPF Carbon Fund and Readiness Fund Participants to transition to ART.

ART Holds Public Comment for “Beyond Carbon Benefits” Certification
June 2025

ART recently held a global public comment period on its new “Beyond Carbon Benefits” certification, an optional framework that enables jurisdictions to consistently and transparently report the broader social, cultural, biodiversity, and ecosystem service impacts of their jurisdictional REDD+ programs. Developed through extensive collaboration with Indigenous Peoples and Local Communities (IPLCs), governments, and technical experts, the certification builds on ART’s TREES standard to ensure that forest protection efforts are recognized not only for carbon outcomes but also for the full range of benefits they deliver. Feedback from the consultation will inform final revisions ahead of launch, strengthening this new tool to bring greater visibility and value to the diverse impacts of jurisdictional REDD+.

The ART Secretariat continues to expand in response to growing global demand for high-integrity jurisdictional REDD+. The team now includes 11 dedicated professionals, strengthening ART’s capacity to engage with partners, support outreach across regions, and deliver on its mission to certify large-scale forest emissions reductions and removals with the highest environmental and social integrity.

With the publication of Bolivia's TREES Concept in July, 26 jurisdictions are now listed with ART, representing a combined total of over 440 million hectares of forest cover—more than twice the size of Mexico. ART’s Executive Director, Mary Grady, participated on a panel, “Increasing Climate Finance and Trust: The Role of Jurisdictional Programs in the Promotion of REDD+”. The plenary session gathered leaders from governments, the private sector, and ART to explore the evolving landscape of jurisdictional REDD+ programs, discussing recent developments in climate finance and implementation.

At NACW 2025, ART hosted a workshop with partners to share lessons from 25 participating jurisdictions, highlighting how jurisdictional REDD+ can deliver high-integrity climate impact at scale through effective planning and implementation. 

March 2025 – Workshop in Colombia hosted with OPIAC  

In Colombia, ART and OPIAC, with support from The Tenure Facility, organized an exchange workshop on jurisdictional REDD+ and the TREES Standard that brought together the Peru Group of Indigenous Peoples, ANECAP, and other Indigenous organizations to advance recognition of HFLD territories, equitable benefit-sharing, and cross-border collaboration across the Amazon. Full post here>>>

February through June 2025 – Meetings of ART's Advisory Group of Indigenous Peoples and Local Communities 

This spring, ART facilitated four meetings of the IPLC Advisory Group on the review of TREES, where Indigenous representatives reviewed external inputs and proposed updates to ensure the revision reflected IPLC's priorities and experiences in jurisdictional REDD+ implementation. The meetings took place in Jalisco in January, hosted by Red MOCAF; in Brazil in March, hosted by COIAB; in Brazzaville in May, hosted by REPALEAC; and in Bonn in June, alongside SB62.
